Weights renormalize over the data each program actually reports, so a school missing a metric (many open-access colleges do not publish entrance scores or earnings) is never penalized for it. Scores are percentiles within the peer group, curved to a 0-to-100 scale. What the score does not measure: individual instructor quality, specific course content, or campus culture.
