The best HR programs in California span a wide cost range: in-state tuition among the 10 programs analyzed runs from $6,084 to $64,888 a year, with an average graduation rate of 63%. San Francisco State University anchors the low end at $6,084, the most affordable strong-value option in this ranking, a public in-state price that undercuts the field's priciest school, Pitzer College at $64,888, by $58,804 a year.

This guide breaks down what a human resources degree costs in California, how the SHRM-CP and PHR certifications shape an HR career after graduation, which accreditation signals like AACSB actually matter, and how California's HR programs compare on cost, outcomes, and online flexibility.

UCLA's Labor Studies BA is an interdisciplinary major built around inequality at work and in the community, preparing students for careers in labor relations, human resource management, human rights and community organizing, and nonprofit management. Entry requires a minimum 2.5 GPA, completion of prep coursework such as Introduction to Labor and Workplace Studies, and a formal petition to the program office. The major runs 10 courses deep: an introductory Labor and Social Movements course, nine electives with at least four drawn from Labor Studies itself, and a designated capstone, either a research-intensive senior course or a supervised internship through the Center for Community Learning.
UCLA posts a 93% graduation rate against a 9% admit rate, the combination behind its #1 rank in California with a Hakia Score of 99.3. In-state tuition is $12,260 a year; nonresidents pay $44,148, a $31,888 gap that makes California residency worth securing before applying. At 47,335 total enrollment, this is a large research university, not a boutique HR program: fit is best for students who want labor relations and organizing coursework backed by real research infrastructure. Nationally, HR specialists earn a median $99,080 a year per BLS OEWS data, a benchmark that applies to graduates of any accredited HR-adjacent program, not a UCLA-specific outcome.

Pitzer College's Organizational Studies major studies how organizations form, operate, and change, drawing on economics, political science, social psychology, and sociology. Students complete 12 courses across three tiers: four breadth courses covering Principles of Microeconomics, an introductory Political Science course, Social Psychology, and Sociology; five core courses including Organizational Theory and Organizational Behavior; and three depth courses built around a chosen theme, with past examples including labor studies, women and work, and arts management. Pitzer also runs an accelerated BA/MSIS track with Claremont Graduate University's Information Science program for students admitted by junior spring.
The program carries a Hakia Score of 85, second among California's ranked HR-adjacent programs, on an 83% graduation rate and a 25% admit rate. Tuition is flat at $64,888 regardless of residency since Pitzer is private nonprofit; four years of tuition alone runs $259,552 before room, board, or fees. Enrollment of 1,242 makes this the smallest campus on this list by a wide margin, a fit for students who want small seminar classes and a defined thematic depth area rather than a large research-university major.

University of San Francisco's Management BSBA is built around what the program describes as "the human side of business": its curriculum centers on theoretical frameworks and practical applications for explaining human behavior in the workplace, aimed at students who will manage people rather than just balance sheets. Faculty bring organizational-sciences research to the classroom, including work on gender diversity and organizational behavior in the U.S. military. First-semester students can also join the Horizon Collective, tackling interdisciplinary projects in sustainability, AI, and health alongside their major coursework.
USF's 70% graduation rate and 62% admit rate sit in the middle of this California group, producing a Hakia Score of 78.9. In-state and out-of-state tuition are the same $59,950 a year since USF is private nonprofit, making residency irrelevant to cost here, unlike UCLA. Enrollment of 8,913 puts USF between Pitzer's small seminar campus and Westcliff's larger online body: a fit for students who want a mid-size private university with a management major built explicitly on workplace-behavior theory, in a San Francisco setting.

University of the Pacific's Organizational Leadership BS runs through Benerd College as a degree completion program for adults who already have some college credit. Classes are fully online and asynchronous, delivered in eight-week terms, and the school tells students to expect roughly 35 hours of coursework a week. Pacific says the program can be finished in as little as 20 months, building core skills in people management, communication, professional writing, project management, and organizational leadership. Students headed toward law enforcement, social services, or legal support can add a criminal justice concentration on top of that core.
Pacific, a private nonprofit, graduates 69% of its students and admits 71% of applicants, a middle-of-the-pack bar. Published tuition is $56,140 a year, the same figure for in-state and out-of-state students since Pacific sets one national rate; the program's own page notes that degree completion tuition runs below Pacific's standard rate, though the sticker figure reported here reflects the university's full published cost. Across 6,944 total students and a 76.1 Hakia Score, good for No. 5 on this list, it is built for a working adult who wants a fast, structured online finish and can plan around private-school pricing.

- 39-unit major with required internship or research project
San Francisco State's Bachelor of Arts in Labor and Employment Studies is a 39-unit major covering labor and employment relations from globalization and international labor standards to corporate social responsibility, global supply chains, and high-performance work systems. Six required courses anchor the major, including Know Your Work Rights and Comparative Employment Relations, layered with 15 units of upper-division electives and a required final experience: an internship or a research project. SF State also runs a dedicated two-year roadmap for community college transfer students holding an AA-T in Law, Public Policy, and Society or in Global Studies or Social Justice Studies.
As a public CSU campus, SF State admits 96% of applicants, the most open program on this list, and graduates 50% of its students, the tradeoff for that low bar and low price. In-state tuition is $6,084 a year; out-of-state runs $18,684. For an AA-T transfer student on the two-year roadmap, that penciles out to about $12,168 in tuition to finish the major, against a $99,080 national median wage for human resources managers reported by the BLS Occupational Outlook. With 22,563 total enrollment and a 74.1 Hakia Score, good for No. 6 in California, it fits an in-state student who wants a public-school price on a policy-heavy labor relations degree and will build career traction through the required internship rather than brand name.

It is hybrid: one to two in-person sessions a month on the Moraga campus, with readings and online discussion filling the gaps between. The sequence covers 14 courses over 21 months, taught in small cohorts of 15 to 18 students so the same group moves through the program together. As of this listing, Saint Mary's shows applications for BALOS as closed, so confirm current enrollment windows directly with admissions before applying.
Saint Mary's, a private nonprofit, graduates 70% of its students and admits 87% of applicants, both close to the University of the Pacific figures above. Tuition is $57,303 a year, the highest sticker price among these four schools and flat for every student since there is no separate resident rate. Total enrollment across the college is 2,734, the smallest of the four, and the program carries a 70 Hakia Score for a No. 7 ranking in California. It suits an adult learner who wants a tight, cohort-based hybrid format over a fully online or fully in-person option and can absorb the highest private tuition on this list.

The University of Arizona Global Campus, formerly Ashford University and a private for-profit institution, offers a fully online Bachelor of Arts in Human Resource Management through its School of Business and Technology. Courses run five to six weeks each, one at a time, with no SAT, GMAT, GRE, or ACT required and a $0 application fee. The curriculum covers recruitment, training, labor law, and compensation and benefits, and the school points to career paths like corporate recruiter, benefits coordinator, and HR analyst. The program carries specialized accreditation through the International Accreditation Council for Business Education and, per the school's own page, won an HR.com Leadership Excellence and Development Award in 2018 naming it among the top 15 HR-focused degree programs, a third-party recognition, not a Hakia finding.
Tuition is $11,040 a year, the same for every student and a fraction of the $56,140 to $57,303 charged by the private nonprofits on this list. The graduation rate is 11%, by far the lowest of these four programs, so most students who enroll do not finish. With 28,004 students enrolled and a 68.5 Hakia Score, the No. 8 California HR program on this list, it fits a highly self-directed, budget-constrained learner comfortable with test-free admission and asynchronous five-to-six-week courses, not someone who needs a cohort or campus structure to reach graduation. The BLS reports a national median of $99,080 for human resources managers; weigh that ceiling against an 11% completion rate before enrolling.

La Sierra University is a private, nonprofit institution in Riverside, CA. Its Bachelor's in Human Resources program ranks #9 of the 9 analyzed here with a 68.3 Hakia Score, a composite of graduation rate, cost, selectivity, and graduate outcomes. That sits below the 77.8 group average, in the lower third of the 9 ranked programs. The program graduates 60% of its students, below the 63% average across the ranked schools. La Sierra University admits 91% of applicants, less selective than the 64% average for the group. That is more open than the 9% rate at University of California-Los Angeles, the most selective program on this list. Its completion rate lands in the middle of the pack in a group where graduation runs from 11% to 93%.
On cost, La Sierra University charges $36,720 a year in-state. Over four years that totals about $146,880 in tuition. That puts it mid-pack on price on this list, where annual in-state tuition runs from $6,084 at San Francisco State University to $64,888 at Pitzer College. As a private institution, its tuition does not change with residency, unlike the public universities on this list. Graduates step into a field with a $99,080 national median salary reported by the BLS. It earns its place in the top 9 on the balance of cost, completion, and outcomes.
What a Human Resources Bachelor's Degree Costs in California, and the Payback
A human resources degree in California is not cheap outside the state's public options. Among the 10 HR programs analyzed for this ranking, in-state tuition alone runs from $6,084 a year at San Francisco State University to $64,888 a year at Pitzer College, a spread of $58,804. Over four years, that gap compounds to roughly $235,216 in sticker-price tuition alone, before room, board, and fees.
Run the low end against the field: San Francisco State's $24,336 four-year total is a fraction of what most private schools on this list charge. University of California-Los Angeles, the top-ranked program overall, still costs just $12,260 a year, $49,040 over four years, proof that the strongest HR program in this data set is also a public-tuition bargain.
Price and rank do not move in lockstep. Westcliff University, a private for-profit school, ranks third among California's HR programs with a Hakia Score of 80.2, ahead of the University of San Francisco's 78.9, while charging $17,520 a year, $42,430 less than USF's $59,950. University of the Pacific tells a similar story: it ranks fifth at a score of 76.1, two spots and 6.1 points ahead of Saint Mary's College of California, while charging $56,140 against Saint Mary's $57,303, less money for a higher rank.
Weigh the priciest sticker price against the $99,080 national median wage for human resources roles, per BLS wage data. Pitzer College's four-year total of $259,552 equals roughly 2.6 years of that median salary; San Francisco State's $24,336 total clears in about three months. Financial aid narrows these gaps at most private schools, since few students pay full sticker price, but the raw spread shows why in-state public tuition remains the highest-value entry point into a California HR program.
SHRM and HRCI Certification: Is HR Licensed in California?
Human resources is not a state-licensed profession in California. Unlike nursing, law, or public accounting, no California state board requires a license to work in HR; the credentials that matter instead come from two national certifying bodies, SHRM and HRCI.
SHRM, the Society for Human Resource Management, administers the SHRM-CP for early-to-mid career practitioners and the SHRM-SCP for senior HR leaders. HRCI, a separate certifying body, awards the PHR and SPHR. Both organizations set their own eligibility rules around a mix of HR-related coursework and professional work experience; a human resources degree from an accredited program is the most direct path to meeting those coursework requirements, though neither exam is administered by the state of California or tied to any single school in this ranking.
California adds one practical layer on top of these national credentials: the state's employment law, covering meal and rest break rules, paid sick leave, and wage-and-hour enforcement under the Private Attorneys General Act, is more complex than most states'. Employers hiring for HR roles in California often weight familiarity with these state-specific rules alongside a SHRM-CP or PHR credential, even though the certification itself is identical nationwide.
None of the graduation-rate, tuition, or Hakia Score figures in this ranking measure SHRM-CP or PHR pass rates directly; no California HR program in this data set publishes certification pass rates comparable across all 10 schools. Ask each program directly how its curriculum maps to SHRM's Body of Competency and Knowledge.
Why AACSB Accreditation Matters for HR Programs
Accreditation is the fastest filter for HR programs in California. AACSB International accredits business schools, and human resource management coursework typically sits inside that broader business accreditation; ACBSP is a secondary accreditor used by some smaller and regional programs. Confirm current status directly with AACSB, since accreditation can lapse or change between review cycles.
Most of the ranked schools in this analysis are private nonprofit institutions, and accredited status is the baseline that matters more than sticker price for SHRM-CP and PHR credibility later. A lower-ranked but accredited program still delivers a recognized human resources degree; the Hakia Score differentiates above that accreditation floor by weighing graduation rate, selectivity, and cost together.
Ashford University's place in this data set, an 11% graduation rate and the lowest Hakia Score of the group at 68.5, is a reminder that a program can carry accreditation and still post outcomes far below the field's 63% average. Accreditation confirms a program meets baseline standards; it does not guarantee the completion odds a specific school delivers.
What Sets California's Top HR Programs Apart
University of California-Los Angeles ranks first among California's HR programs with a Hakia Score of 99.3 and a 93% graduation rate, the highest completion rate in the entire ranking, at a public in-state tuition of $12,260. Pitzer College follows at a score of 85 and an 83% graduation rate, the second-strongest completion number, but at $64,888 a year it is also the most expensive program in this data set.
Westcliff University holds third at a score of 80.2 with a 62% graduation rate and $17,520 tuition, a private for-profit school that outranks two more expensive private nonprofits below it: University of San Francisco (78.9 score, 70% grad rate, $59,950) and University of the Pacific (76.1 score, 69% grad rate, $56,140).
San Francisco State University, the second public school in this ranking, lands at rank 6 with a 74.1 score and a 50% graduation rate, 13 points under the field average, but at $6,084 a year it costs a fraction of any private option ranked above or below it. Saint Mary's College of California follows at rank 7 with a 70 score and a 70% graduation rate, matching USF's completion rate at a slightly higher tuition of $57,303.
The bottom of the ranking shows the steepest spread. Ashford University, rank 8, posts a 68.5 score and an 11% graduation rate, the widest outlier in the entire data set. La Sierra University closes the ranking at rank 9 with a 68.3 score, a 60% graduation rate, and $36,720 tuition, a mid-priced private nonprofit that still trails the field's 63% average completion rate.
Online and Accelerated HR Programs in California
None of the tuition or graduation-rate figures in this ranking distinguish on-campus from online delivery; they reflect each institution's outcomes broadly. Westcliff University, ranked third overall with an 80.2 Hakia Score, and Ashford University, ranked eighth at 68.5, are the two private for-profit schools in this data set, a category historically associated with flexible, career-focused, and online-friendly formats in California and nationally.
An online or hybrid human resources degree from an accredited California school carries the same accreditation status as its on-campus counterpart; employers, SHRM-CP exam registration, and HRCI's PHR exam evaluate the accredited degree, not the delivery format. Prospective students should still confirm two things directly with each program: whether the accelerated track covers SHRM's Body of Competency and Knowledge, and whether career-services access, often a real advantage of the higher-ranked campus-based programs in this list, carries over to the online format.
Cost and completion still diverge sharply among these options. Ashford University's 11% graduation rate sits 52 points under the 63% field average, a gap worth weighing heavily against its comparatively low $11,040 tuition. Westcliff's 62% graduation rate, by contrast, sits close to the field average while still charging less than half of what University of San Francisco or University of the Pacific charge.
HR Careers: Salary and Outlook Nationally
The national median pay for human resources roles benchmarks near $99,080 a year, drawing on BLS Occupational Outlook data for Human Resources Managers and Human Resources Specialists, the same benchmark for graduates regardless of which California HR program they attend; it is a field-wide figure, not a per-school outcome.
Actual pay varies by California metro, employer size, and certification status; the BLS Occupational Employment and Wage Statistics program breaks wage data down by state and metro area for both HR roles specifically. A SHRM-CP or PHR credential, covered above, is among the biggest levers graduates control over where they land relative to that $99,080 national benchmark, whether they graduate from the highest-ranked or the most affordable of the best HR programs in California covered here.

How the Human Resources Bachelor's Programs in California Are Scored
Every program earns a Hakia Score from 0 to 100, built only from federal data (IPEDS, the U.S. Department of Education, and BLS) and scored against its true peers: programs in the same field at the same degree level. No reputation surveys, no pay-to-play. Here is how the score is weighted:
- Outcomes44%
Graduation rate (26%) and real per-school graduate earnings (18%). Does the program get students to the finish line, and where do they land?
- Selectivity & academics38%
Admissions selectivity (24%) and the academic profile of admitted students (14%).
- Scale & value18%
Enrollment (7%), cost-to-earnings value (6%), and the number of graduates a program produces (5%).
Weights renormalize over the data each program actually reports, so a school missing a metric (many open-access colleges do not publish entrance scores or earnings) is never penalized for it. Scores are percentiles within the peer group, curved to a 0-to-100 scale. What the score does not measure: individual instructor quality, specific course content, or campus culture. Verify those directly with the program.
